Title:  Compliance Auditor Lead

Holly Energy Partners located in Dallas, TX is seeking a Compliance Auditor Lead.  The Compliance Auditor Lead will ensure compliance with regulations and conduct moderate to complex regulatory compliance and auditing assignments for assigned areas under general supervision. May direct and lead the work of others from time-to-time.

ESSENTIAL JOB DUTIES/RESPONSIBILITIES: (functions considered essential as defined by ADA)

  • Reviews, interprets and ensures compliance with all federal, state and local regulatory requirements for all assigned locations
  • Conducts regulatory compliance and operational risk-based audits and review of internal policies and procedures of the company operations
  • Serves as liaison to regulatory agencies and point of contact for general inquiries and audits, including on-site
  • Assists supervisor and affected employees during the planning and preparation phase of audit projects to ensure deadlines are met and gap analyses are completed and investigates safety and compliance issues
  • Assists in drafting of internal and external audit reports and documentation based on findings and recommendations related to Company’s and other state and federal agency compliance efforts
  • Communicates compliance issues, best practices, and continuous improvement efforts to various divisions
  • Reviews and monitors progress report updates, records and regulatory websites to determine what forms are needed to prepare required reports
  • Maintains and updates company database containing federal, state and local compliance records
  • Prepares and reviews  and maintains federal, state local records and report and responds to inquiries regarding compliance issues
  • Ensures a safe environment for the employees and the general public
  • Attends regulatory meetings, new regulation seminars and other relevant events to keep knowledge current and relevant

 

Special assignments or tasks assigned to the employee by their supervisor, as determined from time to time in their sole and complete discretion.

 

Experience:

A minimum of five years of related experience in the oil field industry to include compliance auditing, field operations, or comprehensive recordkeeping are required.

 

EDUCATION:

A minimum of a Bachelor’s Degree or an equivalent combination of education and work experience is required.

 

REQUIRED SKILLS:

Ability to lead and train a small group of employees in a Technical Expert capacity. Advanced computer skills and knowledge of customized software; detail oriented; strong understanding of compliance practices and procedures; advanced knowledge of industry regulations and related compliance issues; advanced written and verbal communication skills; strong interpersonal and relationship building skills. Working knowledge of PHMSA, OSHA, and transportation safety. If challenged, ability to act in diplomatic manner and stand firm on doing the job safely and in compliance. Ability to evaluate and take prudent risks to accomplish work.

 

SUPERVISORY/MANAGERIAL RESPONSIBILITIES:

May direct and lead the work of others from time-to-time.

 

WORK CONDITIONS:

Office based with travel up to 50% is required by land and air. Petroleum refinery, warehouse/plant environment, out-of-doors environment, and driver based environment including but not limited to chemicals, pressure vessels, tanks, and rotating equipment. From time to time, required to work long hours which may include nights, weekends, and holidays. Subject to all temperatures, weather and varying road conditions.

 

PHYSICAL REQUIREMENTS:

Job conditions require standing, walking, sitting, talking or hearing, making visual inspections, making precise hand and finger movements, lifting and/or carrying up to 25lbs, pushing and/or pulling up to 25lbs, the ability to operate and drive all assigned company vehicles at company standard insurance rates is essential, valid State driver’s license and proof of insurance required. Job conditions may require twisting, stooping, kneeling crouching.
