Title:  HR Compliance Specialist

Basic Function

HollyFrontier Corporation is seeking a Human Resources (HR) Compliance Specialist to be based in Dallas, TX.  This role serves as the main point of contact on HR Compliance matters and has the ability to influence HR processes and policies as regulations or business needs dictate. This role is responsible for managing and administering HR Compliance programs, keeping management abreast of changes in regulations and trends and insuring compliance with all labor laws company-wide.

Job Duties

  • Partners closely with Legal and Compliance to adhere and comply with all federal, state, local, and if applicable provincial regulations in applicable areas of HR Compliance
  • Monitors and researches legal changes in government agencies that regulate employee practices in collaboration with the legal and compliance department
  • Monitors compliance with federal, state, and local laws governing areas of responsibility (e.g. I-9, FLSA, ADA)
  • Supports HR in complying with requirements of employment regulations, met through HR systems, policies, processes, and training
  • Leads, manages, and coordinates all HR compliance projects that may include cross functional teams and outside vendors as needed
  • Manages, initiates, coordinates and administers various HR Compliance programs including drafting policies, procedures, and reviewing system enhancements, changes, and updates (i.e. random drug screens, OFCCP, EEOC, Section 503, records management, wage and hour, legislative changes, related program audits, etc)
  • Tracks, reports, and monitors compliance with leave programs, including sick leave, FMLA, STD and LTD for Corporate office
  • Prepares the Company’s annual Affirmative Action Plan with Human Resources and outside vendor and recommends action plans as needed
  • Manages and coordinates the annual compliance reporting (e.g. EEO1, VETS 4212, AAP) for the company as applicable in a timely manner and liaises with the appropriate departments or external counsel
  • Prepare and deliver HR compliance related training to communicate and educate associates on compliance (e.g. ADA, eVerify, AAP, etc)
  • Serves as the administrator for applicable applications and processes (i.e. background checks, eVerify), manages access and service level with vendors and provides support to HR in relation to employment risks (e.g. hiring, background checks, screening, etc)
  • Evaluates and audits the effectiveness of programs and related controls and makes recommendations for improvements
  • Manage certain vendor relationships and contracts
  • Provides back up support to the Corporate HRBP for various duties as needed such as new hire orientation training, compensation analyses, investigations, employee relations, etc.

 

Special assignments or tasks assigned to the employee by their manager, as determined from time to time in their sole and complete discretion.

Experience

A minimum of five (5) years of experience in Human Resources Compliance is required.

Education Level

A minimum of a Bachelor’s Degree in Human Resource, Business Management, Psychology, or related discipline is required.

 

Preferred Education Level:

PHR, SPHR or other relevant certifications.

Required Skills

Strong working knowledge of basic domestic employment laws and regulations and the ability to learn new laws related to global operations. Technical knowledge and skills sufficient to develop, use and maintain complex databases; experience with reporting and performing analysis. Working knowledge of current OFCCP regulatory requirements. Experience in Human Resource compliance (Affirmative Action, EEO and Immigration). Experience and understanding of programs or processes associated with compliant employment practices (hiring, promotions, terminations, development, total rewards) in a growing organization. Ability to prioritize in a fast-paced environment. Ability to work well under pressure in a dynamic environment. Ability to build rapport and relationships across various levels and functions within an organization. Good process orientation and organizational skills. Superior written, oral, and interpersonal communication skills. High attention to detail and accuracy and ability to manage multiple tasks. Working knowledge of Applicant Tracking Systems, HRIS systems and reporting. Strong skills with Microsoft Word, Excel, Outlook, PowerPoint. Excellent problem solving and analytical skills. Hands on experience using v-lookup and pivot tables in MS Excel. Ability to handle confidential information including Protected Health Information (PHI) and all applicable compliance issues in relation to relevant regulations. Professional tact and maturity required.

 

Preferred Skills:

Successfactors Recruiting System and SAP HCM experience specifically in Personnel Administration, Reporting, and SAP BI Reporting is preferred.

Work Conditions

Office based with up to 20% travel required by land or air. Subject to varying road and weather conditions.
